I'm using OO to take notes on a book, and sometimes I don't want the bullets to appear. How do I get rid of them?

The bullets (handles) are a style characteristic for rows. You can set it through the Row: Advanced inspector. You can change it for the whole document by selecting the 'Whole Document' style in the Utility drawer and then setting it.
