Can someone tell me how a project gets "stalled."

Can someone tell me how a project gets "stalled."

a project is stalled if:
- it is marked Active (that is, you still want to work on it) - it has no next action - it either has no start date or it is in the past (that is, if you put a future start date on it, it won't be considered stalled) - it isn't a singleton project

Bill's been feverishly working on it. To his credit, he hasn't (yet!) bludgeoned us when we change the UI due to bug fixing & polishing.
