Have you tried Curt's suggested approach? You can start assigning a new action to a project already with just three keystrokes (Option-Command-R, Tab to name, Tab to project).

Sure that's a great workaround.

But it really forces a context switch again where you are taken away from the place you are working in your document and into another screen.

As well you can't easily jump back to the previous project because now you changed the project and Opt-Cmd-R will bring you to the newly assigned project ;)
