I'm sure this is a newbie question, but I wasn't able to locate an answer on my own. Occasionally I want to view every open task. Regardless of context/project, how do I do that?

Perspectives->All Items will show you everything, completed or not. If you don't want to see the completed stuff, bring up the view bar (if not already showing) with cmd-shift-V or View->Show View Bar, and change the lozenge labeled Any Status to Remaining. Experiment with the various selectors to see what views you might like to have, and make new perspectives from them with the Perspectives menu.
