My assistant doesn't have a Mac. What GTD desktop program would you recommend for Windows...? Preferably a free one? Any counsel? We can't afford to get him a mac now....

Google "gtd windows applications" and you'll find plenty. One that I've used which is Java-based (therefore, cross-platform) is Thinking Rock. I went away from it because I wanted something more Mac-like (in particular, iPhone compatible).
There are also plenty of web-based GTD services that only require a browser. I used to use ToodleDo. Todoist is highly rated as well.
