If I add a reminder via Siri, can I forget about it and have my iPhone OmniFocus badge update without me needing to launch OF?

No, OmniFocus must first be launched to import the reminders.

That said, if you don't launch OmniFocus, you'll still get a reminder - it'll just come from the Reminders app instead of ours.
