Thanks Xmas. Appreciate the clarification. Just as an FYI, I realized completed tasks don't show, and I thing that tasks that are in the inbox and don't have a context assigned don't show either, in case this helps.

For linking from OF to OmniOutliner, the best you can do is link to an OmniOutliner document. OO does not support deep linking to individual outline items.

To link to an OO document, just drag its icon onto an action in OmniFocus. The link will be added to the action's note.
