I've faced a problem of reviewing projects that are on hold.
Many people do this:
They create an additional folder called "Maybe/on hold" and put corresponding projects into it.
But I do not agree with it and here's why:

I've already set up a project is on hold. Why should I also move it into another folder to indicate that the project is meant to be handled as "Someday/Maybe" (David Allen's theory). I'd rather leave the project in a related folder and have a possibility to review all the projects on hold together.

On the Mac, you have such an option. Unfortunately, that was apparently not seen as an essential part of the experience to take to the iPad (to be fair, number of other things of greater impact didn't make the trip either). Use Contact Omni (under the gear menu) to request enhancements.
