Reproducibility/regression/browser comparison etc: not done, I'm lazy.
When preparing a product review on store.apple.com, I tried using Find'n'replace on a multiline text input (TEXTAREA). cmd-F to raise the panel worked; search worked; the Replace buttons remained grayed out.
I then clicked the widget at the top right of the scrollview to get the OW-special text editor window. cmd-F worked, this time the Replace buttons on the panel became available as expected.
