Is it true that actions cannot be sorted? Only projects?

No, that's not true-there's at least 9 criteria that you can use to sort actions. You have a lot of options for grouping and sorting using the View Bar. As one example, if I wanted to see all my actions ungrouped and sorted alphabetically, I would go to the Context View, set the grouping option on the View Bar to Ungrouped, and set the sort actions option on the View Bar to "Name".

Greg's answer applies to Context Mode. In Planning Mode the View Bar doesn't sort actions because the order of the actions gives their dependencies for sequential projects and their priorities for parallel projects. That is, sorting in Planning Mode does more than just change the view; it changes the meaning of the data.

That said, you can also sort the items in Planning Mode if you really intend to change the order of the actions "permanently". Just select all the actions that you want to sort (using command-click), then right-click and choose the Sort submenu.

Any option to sort these in reverse, say? e.g. I have a perspective which is "completed" and I have to have this in project view as it's for a report (and I have context which include both work and personal items, but not projects).
