Does anybody know what technically has to be in place for an application to support clipping into the notes field of the QuickEntry window when invoking the HotKey?

I have a couple of applications that do not put the selected text into the notes field when I invoke the HotKey.

Funny thing is, it works in those same applications using the Services menu (that is just a clumsier tool to use).

So:
1. How can one tell if HotKey-clipping is supported in an application?
2. Why would it work using the Servcies menu, but not the HotKey?
3. What technical feature would an application have to have to support this feature, so that I can ask the debveloper of the other applications to add this support?
 
What app are you using where the services menu works but the hot key doesn't?
