When I save a page as a webarchive it is saved as a Safari page. My default browser is OW. Should the saved page be a OW page?

Webarchive is assigned to Safari by the OS by default. Simply get info on a webarchive file in the Finder and change its assignment to OW and select Change All to always have webarchives open in OmniWeb.
