I have a growing number of completed actions that have entire emails (sometimes with attachments) as notes, using the clip-o-tron 3000.

Will that contribute to database bloat over time? Is there a way to purge the notes from completed actions and just keep the actions?

Well, it will cause your database to grow, but if you're moving data on your completed actions over to the archive once a month or so, it won't be a significant problem.

Can archived data be imported back into the main database (eg. if you got a request for a 1 year completed inventory log)

Just drag it into your main database window (or copy/paste if you prefer).
