I have a meeting on the last saturday of each month -- is it possible to be able to designate it a the date of a recurring task?

No--or at least, not yet. If you would like this feature, use the "Send Feedback..." command in the Help menu of OmniFocus. (Omni Group tracks feature requests that come in through email; they don't necessarily track those that come in the forum.)
