If you have OmniOutliner Pro, you can select a row, go to the Row : Advanced inspector, and check the "Page break before row" box. That will put a fine dashed red line in your document showing that a page break will be placed there when printing. You could do this for all Level 1 rows simultaneously by selecting All level 1 rows in the bottom of the Utilities drawer before checking the box, although you'll have to repeat the action if you subsequently add some more level 1 rows to the document.
