Starting with sp17, I can lose vertical scroll bars in some tabs, not all. As I type this message, I have scroll bars and they work fine in this window. Down three tabs is a window with a lot of content (macfixit.com) but no scrolling. I can select the text with my mouse and see the rest of the page. Does not happen with specific sites that I can tell, more random.

Scroll bar performance has been inconsistent for me, too. Frequently, I do not get a horizontal scroll bar in the wide pane of phpmyadmin. Sometimes resizing the window works, and sometimes reloading the page works.
