Go to the Projects display. Tap the Edit button. Tap the project you want back as actions in the Inbox. Tap the refile button (looks like a file folder with an arrow, bottom right corner of screen). Tap Make this Project into an Action. The project will now be converted to an action group in your default single actions list (called Miscellaneous by default). If you edit the group in similar fashion, you can either clear the project field (set it to None) to send it back to the Inbox, or just select your new project.
