is there a way to re-size all the canvas at one time? I need to add a header and footer to about 65 pages, however I don't want to scale the content on each page to do so.

You should be able to select multiple canvases in the sidebar using Command-Click or Shift-Click and apply size changes to all using the Canvas: Size Inspector.
