Is it correct that you can set the focus only on projects or contexts, but not on actions?

Yes, that is correct. In the future, that might change, of course.
One way you could simulate this would be by flagging only the actions you wanted to focus on, then focusing on the containing project(s) and filtering to only show the flagged items.
