What I want is to be able to have a file URL that I can click in any application and have it take me to a specific page in an OG document, opening document and application if necessary.

I found a page

that says:

" In addition to having a URL assigned to it, any object on a chart can have a script attached..."

So what is the URL?

That's a reference, I think, to an outgoing link rather than an incoming one.

As in:

[Select shape] > Inspectors > Action > Opens a URL
