Take the following outline:

Topic 1
--- Subtopic 1
--- Subtopic 2
--- Subtopic 3
Topic 2
Topic 3

If you attempt to Outdent Subtopic 2, it will take Subtopic 3 as its child:

Topic 1
--- Subtopic 1
Subtopic 2
--- Subtopic 3
Topic 2
Topic 3

But instead it should look like this:

Topic 1
--- Subtopic 1
--- Subtopic 3
Subtopic 2
Topic 2
Topic 3

Ralvy, we find both behaviors valuable. The behavior you're after is what we call "move left". You'll find it in the Reorganize > Move menu. (Keyboard shortcut: Control-Command-Left Arrow.)
