No, all actions need a project. For situations where you have one or more actions that are "on their own", create a single action list and assign them to it.

Long ago we were told that the underlying data model was being revamped for OF 2 to make it possible to have standalone actions, but it appears the wait will not come to an end with OF 2.0.

You can create a new project and set the type to "Single Action". I typically title it "Miscellaneous" or something generic like:
Home-Miscellaneous Personal-Miscellaneous Work-Miscellaneous When I create a task that doesn't seem to fit anywhere else, I'll just put it in one of these Single Actions project. This single action list is typically for tasks that don't belong to any other project or it is just a single one-off task.
