We don't compact the database immediately because, once it happens, the customer can't merge changes from that back into their database from that machine. They can only say "throw out my existing sync database and use this one instead."
So, just in case someone accidentally clicks their sync to "nothing", we wait an hour before compacting the database. That buys them some time to notice the error and turn syncing back on if they need to do so.
