In the ad blocking prefs, one can set how often or long an animated gif repeats. It doesn't seem to be working and I can't find mention of that in the release notes. Can anyone else reproduce it?

It's in the Unimplemented features notes for sp1 - I guess they forgot to carry it over to the sp4 notes (so, yes, I can reproduce it ;) ).
