If OmniFocus is using local notifications, why is it not in the notifications list in iPhone Settings, nor able to show an icon badge until it's manually opened?

If OmniFocus is using local notifications, why is it not in the notifications list in iPhone Settings, nor able to show an icon badge until it's manually opened?
