I think OmniFocus would be more of a trusted system if there was a bucket/filter/smart folder that would show the projects which lacked a next action. Curtis Clifton wrote an applescript found here which fills the gap, but to quickly find projects that might be stuck would be very helpful.

Similarly, it was helpful when the "no context" folder was added.

How do you know when there are no more NA's in a project?
