Mail unable to open some attached messages

I frequently attach mail messages to actions. But recently, when I click on the link to the message, I often get error messages from Mail of the form:

Mail was unable to open the URL “message:%3CWEB1ejQSrvAgV8erbWW00008b5a@web1.edito rialmanager.com%3E”

Anybody have an idea?
