Actions with no start date -> not available?

EDIT: Never mind - I think it was a serial/parallel projects confusion. Again. Sigh.

I could swear that filtering for "available" actions used to show those with no assigned start date. Regardless of whether I'm remembering properly, this doesn't seem to be the case right now.

Is there a way to filter for actions whose start dates aren't in the future, or who have no start dates?
