can I publish or print out a ToDo or task list based on a levelled project so that my various resources can see what they need to work on and when?

If you export to a web page, that will include .ics files with a calendar and todo list for each resource.
If you export as "Resource Task HTML Report" it will give you a report with the tasks grouped by resource. If you have a different layout in mind, maybe you can send our support team an example of what you're looking for. omniplan@omnigroup.com

Unfortunately, up thru beta 5, to do .ics and calendar .ics are identical. Subscribing to either in iCal always shows them as events, rather than tasks.
