Is it possible to assign an action to more than one context? This would be extremely helpful to the way I'm customizing OmniFocus for managing a particular project.

Short and quick answer is "No."

The longer answer is that this is from DA's GTD methodology of how contexts are used.

I guess you can always create a duplicate task and assign another context, but that doesn't seem to make sense.

Perhaps if you can provide a quick example, some folks here can help.
