How can i work with *.vsd saved in win-1251 ?

Why do you expect that you can ? There is nothing in the OmniGraffle brochures or manuals that states that it can Import Visio files. You can Export to Visio but not Import from it; and even then (for 4.x) it is XML, not .vsd.

You should be able to open a .vsd document in OmniGraffle Pro like you would any other document. If you're having trouble, please let us know specifics!

Actually, OmniGraffle Pro v5 does import Visio binary VSD files, not just Visio XML. (This is noted on the website in both the OmniGraffle Pro feature list and the OmniGraffle Support FAQ, as well as being documented in the built-in help.)
