Shift spacebar does move the page back up.

What do you expect it to do? To scroll a page down, you just need to press the spacebar by itself.

Option+Spacebar should reverse as well. It does in 5.1.3 and it's listed as such in the shortcuts also.

Shift+ reverses many things. One can tab through form fields, and shift+tab to go the other way. Same with scrolling - scroll up and down, but then hold down shift and you go left and right.
In BBEdit, hold down shift and hit delete to forward delete. Command+tab in OS X to cycle through apps. Hold down shift to go the other direction. Same with command+~
