Make two or more actions, the first being the sub-project (action group). Tap the Edit button, tap the first action to move into the action group, tap the button at bottom right that looks like a file folder, tap the name of the action group. Repeat for remaining tasks. The file folder button is also what you use to convert a task or action group in the Inbox into a full-fledged project (there's a choice for Convert to Project).
