I am trying to understand the rules for scheduling and I have clearly missed something.
I have a multi-step process that depends on both equipment and personnel. The equipment has a 24/7 schedule, but the personnel works regular hours. In some cases, the equipment can run unattended, but in others, it needs to be attended by a staff member.
When I add resources to a particular step on the time line, I would have thought that the resource with the more-restrictive schedule would dominate. That is, scheduling should be determined by an "AND" operation, not an "OR".

Instead, I am finding that the steps that require both seem to do one of several things either:
A. The scheduling shows no restrictions at all, following the 24/7 schedule of the equipment. or
B. The scheduling seems to choose a time that is halfway between the personnel and equipment schedule.

I am completely confused by this - clearly I am missing something.

Any suggestions?
