My tool palette has disappeared from the top bar in the graffle window, is this a bug or is there some way to add it back?
Note this is not the floating tool palette which is what I have to use at the moment, but I want to reduce the amount of palettes I have on the screen

You can right-click on the Toolbar to customize it and drag the tool palette back into place if needed.
