I was trying to put a "someday/later" folder in. But I wanted it at the bottom. However, I can't seem to drag folders into the order I want. I'm a new user, so please be patient with me... :)

You should be able to simply drag it to where you want it in the sidebar, but if you prefer to use the keyboard, select the item you want to move, and use apple-control-uparrow or apple-control-downarrow to move it up or down (Edit->Outlining->Move->Move Up or Down).
