Processing an inbox item into a previously completed project will reopen the project.
Adding an incomplete task to a completed project will mark the project active again.

I'm confused as to how this is supposed to work. It seems that the auto fill in the Project column of the INBOX doesn't want to display completed projects. Do you have to manually drag tasks to completed projects in the sidebar?

Correct, the completion cell for project won't show completed projects, but there is nothing preventing the user from finding a completed project on their own and dragging something into it, unchecking an action, hitting return to create a new action, using AppleScript to create one, and so on... =)
