Forgive me if this has been asked and answered. I've had trouble finding a definitive answer to this question. Can you have different page sizes in the same document on a per canvas basis? For example, some canvases in a document could be 8.5 x 11 Letter sized and others be 11 x 17 Ledger sized?

It might be a Pro specific feature but, yes, you can.
View the Canvas: Size inspector - uncheck the Size is multiple of printer sheets option to be able to input variable width and height values in the top right boxes:
