Is there a work underway that would even allow me to keep attachments of emails converted via send-to-Omnifocus into actions?

We're using a custom URL type to pass the information along, and there's no way for a URL to include attachments. (Basically, you can send anything you could type into the address bar of your browser to OmniFocus.)

We may replace this feature with something else in the future which could handle attachments, but we can't say exactly when or if that would happen.

hence it would be possible to include links to these attachments residing e.g. in dropbox or mobileme?

Well, if the email you send includes a link like that in the text, it should work just fine once the action is added to OmniFocus.

Changing the script our server runs to grab attachments, post them somewhere, then insert a link to the attachment in the stored location into the re-processed message would be a lot more work. (And also has privacy implications we're not comfortable with.)
