Hello, perhaps someone can help me out. I'm new to omnifocus on iPad but so far am enjoying it.

My problem. I want to quickly put an item into inbox. I want to dictate a context but not a project. I label the action, select a context (phone for example) and tap save. The action is then assigned to a project, even though I did not enter one.

Should I be able to enter an action into inbox without linking it to a project?

(There is, of course, a very good possibility that the problem is with the operator of the iPad ......)

Thanks of any help!

You aren't entering a project because you don't have time, haven't decided which project, or don't want to ever assign one? In other words, do you ever plan to assign a project? If you do, just assign the context at that point. OmniFocus has a setting that controls when Inbox actions are swept out, and the default is if either a project or context is set. It sounds like you might want my preferred setting, which is to require both to be set. Unfortunately, the only UI for the setting is in OmniFocus for Mac, which I'm assuming you don't have. If you have a Mac, you can download the free trial, set up sync via the free Omni Sync Server and use it to set it, otherwise the Omni support staff should be able to help you. You should use the Contact Omni command under the gear menu to request that they add controls for this feature to OmniFocus for iPad. In the mean time, there's my suggestion about not assigning a context immediately...
